/usr/sbin/groupadd: No such file or directory

ov3rwatch
I am attempting to build a simple respin for an embedded automation appliance on SLE 12 the only packages being installed beyond what is auto selected are mongodb, and java6. however i keep getting an error during build:

/var/tmp/rpm-tmp.z87apm: line 2: /usr/sbin/groupadd: No such file or directory
error: %pre(mongodb-org-server-3.2.11-1.suse12.x86_64) scriptlet failed, exit status 127
error: mongodb-org-server-3.2.11-1.suse12.x86_64: install failed

I attempted to correct the apparently missing groupadd by marking shadow utils to be installed but this did not correct the issue.

Any insights? i figure it must be something stupidly simple since tons of people use this service and im just the dolt who cant get anything to build sucessfully.

Thanks in advance for the assistance.
